Full control of the partner org — team, deals, payouts, and downline partners in their subtree.
Manager
Runs the pipeline and the team: assigns reps, moves deals, and reads roll-up reports for their branch.
Rep
Registers and works their own deals only. Never sees a sibling's book — enforced in the data layer.

Every query is pinned to the caller's org and subtree. Scoping is architecture, not a UI toggle.
